Not everyone has to file a tax return. If you have a regular
salary reported straight to them and paid to you net of tax
and deductions, and they regard your affairs as uncomplicated,
they send you a coding notice instead. If you want to challenge
that, you have to fill in a return.
But forms like yours have been introduced here just this year.
I think they're only for the selfemployed but they may
spread further.
So we may end up with the worst of all possible worlds
