Custom voice application development using Borland's Delphi?

I have no personal experience using Delphi (for anything actually), but the
guy I used to sit next to used Delphi quite a bit to create apps using the
ViaVoice toolkit. The toolkit has a C/C++ API, but it mapped fairly easily
to Delphi's Pascal..
