I received the following response from Joel Gould at
Dragon Systems when I expressed my need for additional
functionality in NaturallySpeaking in order to use it
"hands-free" (as I use DragonDictate).
FYI.

We understand that there are some users of DragonDictate for Windows who
wish to Dragon NaturallySpeaking was as hands-free as DragonDictate for
Windows. You should be aware that Dragon NaturallySpeaking was never
designed as a new version of DragonDictate or a replacement for
DragonDictate. Dragon NaturallySpeaking was designed for a different
audience.
That said, version 2.0 of Dragon NaturallySpeaking includes more features
which allow for additional hands-free use, although it is still not a
completely hands-free product. And I cannot comment on any future
unannounced product plans from Dragon Systems.

Subject: Additional Functionality Needed in NaturallySpeaking
Hello Joel:
I have been using DragonDictate 2.52 on Windows 95
for 18 months. I have created 10,000 customized
macros to allow me to perform my job at work, which
involves using many Windows 95 applications, and also
logging in to several UNIX servers to run applications
there as well. I require complete command and control
of the computer and also the mouse, as well as full
dictation capabilities because I am unable to use my
hands on the computer.
Therefore, I completely depend on DragonDictate's
full feature set to allow me to work "hands free".
I want to use NaturallySpeaking, for its continuous
speech capabilities, (to reduce voice strain and
become more productive) but it is lacking in the full
control of the mouse and the computer/Windows environment
that DragonDictate provides.
I feel that people like me who require a "hands-free"
system, deserve to have the continuous speech
functionality in NaturallySpeaking, and also the
full command and control of DragonDictate.
Please try to produce a product that can do all
of this for people who require a "hands-free" system.
Thank you very much.
