Wave gets Muted every Boot-up

The Wave control in the Win Volume control panel gets the Mute box checked every time i boot the PC. If I take the check off, Wave works OK till I boot again. The problem started after I installed ViaVoice and still continued after I Un-installed ViaVoice. How can I stop it from being Muted?
I have a 200 mh Cyrix mmx clone PC with a ESS1868 sound chip. I run Win 98. The ViaVoice came with World Book encyclopedia and I tried to use it for 6 yr old grandson, but soon gave up on that.
