What is the best product?

We would like to use voice recognition for a Point-of-Sale application in the following contitions:

-The core of the application will receive commands just through voice (spanish).
-The users will speak just discrete words.
-In some cases the words are very similar (but not equal).
-It should recognize a very broad range of voices (about 20 with minimum training)
-The enviroment is somewhat noisy.
-It should have as high as possible percent of recognizement.
-Our client can not afford expensive hardware.
-The application is developed under WIN95.
