Speech without third party software

Are there currently any efforts to design a method of speech synthesis and recognition for web use that does not require buying/downloading special third-party software? For example, in the case of a visually-impaired individual, it may be difficult to purchase and install third-party software. But, if everything could be implemented in a Java applet that does not require the individual to specially download it (for example), then the extra layer of software can be avoided. Any thoughts?
