IBM Viavoice 98 SDK and Runtime?

Downloaded viavoice 98 SDK 1.5 and viavoice runtime (90 day's tial) from IBM web site. And installed the runtime. when tried to install the SDK, was prompt 'You need to install or update the viavoice runtime'. Why? How to solve? (also installed viavoice 98)
