I need the best possible solution that supports spanish. Since "accent" is completely different between Spain spanish and Mexican spanish, I really need an expert's opinion on which SW has better "learning" capabilities. For instance, the main difference between Spain and Mexico's diction is that "c" and "s" SOUND different in Spain (c being like th)... an in Mexico is like in English no difference at all.

I think ViaVoice doesn't have a Spanish version anyway. Scansoft list sites for NaturallySpeaking in Latin America and Spain, you could look at the details there
