I want to learn that is it possible in any speech recognizer to generate voice template and recognize the new voice from this template? Because i want to recognize not only the speech but any sound like whistle or thrip or anything else.

To some extent this can be done but it probably won't meet your criteria. NaturallySpeaking is designed for normal dictation such as formal writing. It is not designed to interpret a whistle or thirp and act upon it and it's not going to work well with voices that haven't been properly trained. NaturallySpeaking is large vocabulary-based. There are speech recognition programs with very small vocabularies that are designed for this purpose but wouldn't work well for dictation.
